<br />
1 AN ACT TO PROHIBIT ANY PERSON FROM OPERATING A MOTOR VEHICLE<br />
2 ON A HIGHWAY WHILE USING A HAND-HELD WIRELESS COMMUNICATION<br />
3 DEVICE; TO PROVIDE THAT A VIOLATION IS A CIVIL VIOLATION WITH A<br />
4 CIVIL PENALTY; TO REPEAL SECTION 63-1-73, MISSISSIPPI CODE OF<br />
5 1972, WHICH PROHIBITS TEXTING WHILE DRIVING UNDER CERTAIN<br />
6 LICENSES; AND FOR RELATED PURPOSES.<br />
7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:<br />
<br />
8 SECTION 1. (1) For purposes of this section, the following<br />
9 terms shall have the meanings ascribed in this subsection, unless<br />
10 the context clearly indicates otherwise:<br />
11 (a) "Hand-held mobile telephone" means a mobile<br />
12 telephone or other portable electronic communication device with<br />
13 which a user engages in a call or writes, sends or reads a text<br />
14 message using at least one hand. The term "hand-held mobile<br />
15 telephone" shall not include a voice-operated or hands-free<br />
16 device;<br />
17 (b) "Motor vehicle" means a vehicle driven or drawn by<br />
18 mechanical power and manufactured primarily for use on public<br />
19 highways;

20 (c) "Social networking site" means any web-based<br />
21 service that allows individuals to construct a profile within a<br />
22 founded system, articulate a list of other users with whom they<br />
23 share a connection, and communicate with other users of the site;<br />
24 (d) "Text message" includes a text-based message,<br />
25 instant message, electronic message, and email, but shall not<br />
26 include an emergency, traffic or weather alert or a message<br />
27 related to the operation or navigation of the motor vehicle;<br />
28 (e) "Voice operated or hands-free device" means a<br />
29 device that allows the user to write, send, or read a text message<br />
30 without the use of either hand except to activate, deactivate, or<br />
31 initiate a feature or function; and<br />
32 (f) "Writing," "sending" and "reading," with respect to<br />
33 a text message, means the manual entry, sending, or retrieval of a<br />
34 text message, respectively, to communicate with any person or<br />
35 device.<br />
36 (2) An operator of a moving motor vehicle is prohibited from<br />
37 writing, sending, or reading a text message and from accessing,<br />
38 reading or posting to a social networking site using a hand-held<br />
39 mobile telephone while driving said motor vehicle.<br />
40 (3) A violation of this section is a civil violation, and<br />
41 upon being found in violation, is punishable by a civil penalty of<br />
42 Twenty-five Dollars ($25.00) for violations committed until July<br />
43 1, 2016, and One Hundred Dollars ($100.00) for violations

44 committed from and after July 1, 2016. No state assessments shall<br />
45 be imposed or collected for a violation under this section.<br />
46 (4) The Department of Public Safety shall keep and maintain<br />
47 records of citations issued under this statute, including the age<br />
48 and race of the vehicle operator, whether there was an additional<br />
49 traffic violation by the vehicle operator, and whether there was a<br />
50 crash or any damage to a vehicle or passenger at the time of the<br />
51 citation.<br />
52 (5) This section shall stand repealed on July 1, 2018.<br />
<br />
53 SECTION 2. Section 63-1-73, Mississippi Code of 1972, which<br />
54 prohibits texting while driving under certain licenses, is<br />
55 repealed.<br />

56 SECTION 3. This act shall take effect and be in force from<br />
57 and after July 1, 2015.<br />

<span style="font-family: Arial, Helvetica, sans-serif;">It's that small, metallic square you'll see on new cards. That's a computer chip, and it's what sets apart the new generation of cards. The magnetic strips on traditional credit and debit cards store contain unchanging data. Whoever accesses that data gains the sensitive card and cardholder information necessary to make purchases. That makes traditional cards prime targets for counterfeiters, who convert stolen card data to <i>"If someone copies a mag stripe, they can easily replicate that data over and over again because it doesn't change," </i>says Dave Witts, president of U.S. payment systems for Creditcall. Unlike magnetic-stripe cards, every time an EMV card is used for payment, the card chip creates a unique transaction code that cannot be used again. If a hacker stole the chip information from one specific point of sale, typical card duplication would never work <i>"because the stolen transaction number created in that instance wouldn't be use able again and the card would just get denied,"</i> Witts says. EMV technology will not prevent data breaches from occurring, but it will make it much harder for criminals to successfully profit from what they steal. Experts hope it will help significantly reduce fraud in the U.S., which has doubled in the past seven years as criminals have shied away from countries that already have transitioned to EMV cards, Conroy says.<i> "The introduction of dynamic data is what makes EMV cards so effective at bringing down counterfeit card rates in other countries," </i>she says.</span><br />

However, with EMV cards you no longer have to master a quick, fluid card swipe in the right direction. Chip cards are read in a different way. "Instead of going to a register and swiping your card, you are going to do what is called 'card dipping' instead, which means inserting your card into a terminal slot and waiting for it to process," Conroy says. When an EMV card is dipped, data flows between the card chip and the issuing financial institution to verify the card's legitimacy and create the unique transaction data. This process isn't as quick as a magnetic-stripe swipe. <i> </i></span><span style="font-family: Arial, Helvetica, sans-serif;"><i>"It will take a tiny bit longer for that transmission of data to happen," </i>Witts says. <i>"If a person just sticks the card in and pulls it out, the transaction will likely be denied. A little bit of patience will be involved." </i></span><br />

Instead of dipping or swiping, NFC-equipped cards are tapped against a terminal scanner that can pick up the card data from the embedded computer chip. <i>"Contactless transactions are more consumer-friendly because you just have to tap," </i>Ferenczi says. <i>"Around the world, there is a move to make EMV cards dual-interface, which means contact and contactless. However, in the U.S., most financial instructions are issuing contact cards." </i> Dual-interface cards and the equipment needed to scan them are expensive. Right now, the first step is to successfully integrate EMV cards into the U.S. shopping scene. Dual interface will arrive later, according to Ferenczi.</span><br />

Entering a PIN connects the payment terminal to the payment processor for real-time transaction verification and approval. However, many payment processors are not equipped with the technology needed to handle EMV chip-and-PIN credit transactions. So it is not likely you will have to memorize new PINs anytime soon, according to Conroy.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><i>"There aren't going to be many issuers requiring a PIN,"</i> she says.<i> "A vast majority will be issuing chip-and-signature cards, which aren't all that different from how credit cards work now."</i> As with a magnetic-stripe credit card, you sign on the point-of-sale terminal to take responsibility for the payment when making a chip-and-signature card transaction.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">Once the transition to EMV is under way in the U.S., chip-and-PIN cards will be transitioned in. Again, it is one step at a time, according to Ferenczi. <i>"I predict we will start seeing some chip-and-PIN cards in 2015, and then it will probably take two to three years to fully convert to chip-and-PIN,"</i> he says. Despite a slow transition overall, those who get chip-and-PIN cards will be able to use them right away. <i> "If a terminal doesn't have the ability to accept a PIN, it will then step down to accepting a signature," </i>says Randy Vanderhoof, executive director of the Smart Card Alliance.<i> "There will always be a secondary option."</i></span><br />

<span style="font-family: Arial, Helvetica, sans-serif;"><b>5. If fraud occurs after EMV cards are issued, who will be liable for the costs ?</b></span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">Today, if an in-store transaction is conducted using a counterfeit, stolen or otherwise compromised card, consumer losses from that transaction fall back on the payment processor or issuing bank, depending on the card's terms and conditions. </span><span style="font-family: Arial, Helvetica, sans-serif;">Following an Oct. 1, 2015, deadline created by major U.S. credit card issuers MasterCard, Visa, Discover and American Express, card-present fraud liability will shift to whoever is the least EMV-compliant party in a fraudulent transaction. Consider the example of a financial institution that issues a chip card used at a merchant that has not changed its system to accept chip technology. This allows a counterfeit card to be successfully used. <i><u><b>"The cost of the fraud will fall back on the merchant," </b></u></i>Ferenczi says. The major credit card issuers each have published detailed schedules about the upcoming shift in liability. The change is intended to help bring the entire payment industry on board with EMV by encouraging compliance to avoid liability costs. Any parties not EMV-ready by October 2015 could face much higher costs in the event of a large data breach. Automated fuel dispensers will have until 2017 to make the shift to EMV. Until then, they will follow existing fraud liability rulings. </span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><br /></span>
<span style="font-family: Arial, Helvetica, sans-serif;"><b>6. So by Oct. 1, 2015, the transition to EMV technology will be complete ?</b></span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">Not exactly. Although the upcoming deadline is strong encouragement for all payment processing parties to become EMV-compliant as soon as possible, experts do not believe everyone will comply by that date. </span><span style="font-family: Arial, Helvetica, sans-serif;"><i>"Don't expect a big bang in October of 2015,"</i> says Doug Johnson, vice president of risk management policy for the American Bankers Association.<i> "In terms of rollout, we expect about 50 percent of banks and retailers to be completely transitioned over. It's going to take a little time to adapt." </i> Aite Group estimates that by the end of 2015, approximately 70 percent of credit cards and 40 percent of debit cards in the U.S. --1.1 billion cards total -- will support EMV. <i>"We are the most fragmented and the largest market that has ever gone to the EMV standard,"</i> Conroy says. <i>"There's going to be varied customer experiences over the first year, year-and-a-half of this transition."</i></span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">Yes. The first round of EMV cards -- many of which are already in consumers' hands -- will be equipped with both chip and magnetic-stripe functions so consumer spending is not disrupted and merchants can adjust. If you find yourself at a point-of-sale terminal and are not sure whether to dip or swipe your card, have no fear. The terminal will walk you through the process. <i> "For example, if you enter a card into the chip reader slot but the reader isn't activated yet, it will come up with an error and you'll be prompted to swipe the card in order to use it," </i>Vanderhoof says. And vice-versa. <i>"If a consumer tries to swipe a chip card instead of inserting it, an error will appear and they will be prompted to insert the card for chip processing instead,"</i> Vanderhoof says. If chip-card readers are not in place at a merchant at all, your EMV card can be read with a swipe, just like a traditional magnetic-stripe card. <i> "You can still conduct transactions, you just lose that extra level of chip security," </i>Johnson says.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">Yes and no. The U.S. is the last major market still using the magnetic-stripe card system. Many European countries moved to EMV technology years ago to combat high fraud rates. That shift has left many U.S. consumers who have magnetic-stripe cards looking for other forms of payment when they travel. Since many foreign merchants are wary of magnetic-stripe cards, consumers who hold some type of chip card may run into fewer issues than those without one, according to Ferenczni. <i>"Just the existence of the chip will likely make European merchants more willing to accept transactions that they wouldn't have likely accepted if a customer presented a mag-stripe card,"</i> he says. However, chip-and-PIN cards are the norm in most other countries that support EMV technology. So consumers with chip-and-signature cards may still find merchants who are unwilling or unable to process their card, even though it does have an embedded chip. Unmanned payment kiosks in Europe -- such as bike rental stations, train ticket stations and parking permit dispensers -- may give U.S. travelers the most difficulty since most are set up to strictly accept chip-and-PIN card only, according to Ferenczi.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">But despite any difficulties in the transition, Ferenczi says the change is a step in the right direction. <i> "Nobody likes to think that his or her card is being secretly used for other purposes," </i>he says.<i> "So I think regardless, there is a level of comfort knowing that it will be far more difficult to counterfeit EMV cards."</i></span><br />

<span style="font-family: Arial, Helvetica, sans-serif;"><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Whether it is carelessly tossed out of car windows or off the sides of boats, left on the ground from routine farming or construction activities, or casually dropped while walking down the street, litter is more than an unsightly nuisance.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">I am continually amazed at the amount of trash I see in my neighborhood, from food wrappers and bottles to packaging straps and cigarette butts. It makes me wonder if these unthinking people litter in their own yards as well. </span></span><br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;"><span style="background-color: white; color: #222222;">Unfortunately, some of that trash can pose serious threats to wildlife, fish, pets and even people.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Occasionally we see dramatic evidence of some animal that has been ensnared, maimed or killed by improperly discarded trash. Photographs of fish or turtles whose bodies are girdled by six-pack plastic rings, raccoons with their heads trapped in metal containers, pelicans dead of starvation from ingesting bottle caps and fishing line, or ospreys entangled in discarded monofilament are all too common.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">I grew up on a farm and remember baling hay with hemp or sisal twine. At the time, I never thought about the fact that such twine could be a problem to wildlife or domestic livestock. However, my dad taught me to wrap the twine around a stick and save it, because it might come in handy to hastily fasten a gate, temporarily mend a break in a net or hang a tool on a nail in the barn. We never disposed of such twine, rope, or string, as long as it had some potentially useful purpose. Once it lost its usefulness, we burned it.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Today, baling twine is made of either sisal, which is biodegradable, or polypropylene, a non-biodegradable plastic. If it is disposed of irresponsibly, the plastic type can ensnare or even kill domestic animals and wildlife alike.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">A friend recently shared with me a trail camera photograph of a very nice buck, two weeks prior to the bow-hunting season, with several yards of pink polymer hay baling twine entangled around both antlers. He then shared with me a second photo, from the opening day of bow season, when he found a buck -- likely the same one -- ensnared and locked together with another buck by pink polymer twine. They were both dead, probably after much suffering.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Admittedly, bucks sometimes get their antlers hooked together while fighting or sparring, but most of them break apart when one dominates the other or before becoming severely impaired. It would be pure speculation to say whether these two bucks might have separated and lived, despite their fighting and sparring, had their antlers and necks not been entangled with this hay baling twine. But I’d venture to guess that the baling twine made their death more likely.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">I would encourage my fellow hunters to pick up twine or other discarded materials that could be a threat to wildlife and wind it up on a stick or carry it away for disposal or recycling. It won’t take much time or effort, and it could save an animal from a lot of suffering.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">The bottom line is that improper disposal of trash of any kind is illegal, unattractive and harmful. It can be fatal to both domestic and wild animals. Please dispose of trash and refuse in an appropriate manner by recycling or placing it in an approved trash container. We all appreciate those who make an effort to protect the health and beauty of our treasured wildlife habitats and the neighborhoods and communities we call home.</span></span><br />

Highlight Restricted Sites, and left-click on Sites. Then, in the available field, type the restricted </span><span style="background-color: white; color: #222222; font-family: arial, sans-serif;">website. Press the Add button. Repeat these steps for each website that should not be accessed.</span><br />

Filters can be customized to meet individual needs. Some filters can also manage instant messaging software and social media sites and provide a detailed activity log. Internet filters can be purchased or downloaded for free from the Internet, Varner said.</span><br />

<span style="background-color: white; color: #222222; font-family: arial, sans-serif;">Mariah Morgan, an assistant Extension professor with the Center for Technology Outreach, said passwords can be set up through a computer’s internal settings to control what content children can access. No special software is needed.</span><br />

<span style="background-color: white; color: #222222; font-family: arial, sans-serif;">Child-friendly search engines, such as <a href="http://www.safesearchkids.com/" target="_blank">Google’s Safe Search</a> and <a href="http://www.kidzui.com/" target="_blank">KidZui</a>, can limit children’s ability to stumble across explicit material, Morgan said.</span><br />
<span style="background-color: white; color: #222222; font-family: arial, sans-serif;"><br /></span>
<span style="background-color: white; color: #222222; font-family: arial, sans-serif;">The same safety features can be implemented on mobile devices. </span><span style="background-color: white; color: #222222; font-family: arial, sans-serif;">“Keeping kids safe on Smartphones and tablets can be a bit more difficult, but it’s not impossible,” Morgan said.</span><br />

<span style="background-color: white; color: #222222; font-family: arial, sans-serif;">Both </span><span class="il" style="background: rgb(255, 255, 204); color: #222222; font-family: arial, sans-serif;">Apple</span><span style="background-color: white; color: #222222; font-family: arial, sans-serif;"> and Android operating systems allow parents to limit online activity and app purchases on phones and tablets. Parents can set content filters in both the Google Play and iTunes stores to prevent the download of apps that cost money. To stop the download of free apps, parents can block access to both stores entirely by installing a password or personal identification number. App downloads from websites can be disabled in the settings menu. Most devices with newer operating systems allow different profiles for different users.</span><br />

<span style="background-color: white; color: #222222; font-family: arial, sans-serif;">Many children interact with friends routinely on social media. Ellen Graves, Extension social media strategist, suggests parents set limits and discuss ground rules before allowing a child to join a social media network.</span><br />

<span style="background-color: white; color: #222222; font-family: arial, sans-serif;">“Children should be mature enough to make sound decisions about what they post and who they communicate with via social media before they join any network,” Graves said. “Make sure they understand they should never post personal information, such as a phone number or an address, that could put them, their families or friends in danger.”</span><br />

PICAYUNE -- Visitors to the Mississippi State University Crosby Arboretum can view the work of area artists in the arboretum’s new art gallery.<br />
<br />
Located in the recently remodeled visitor center and gift shop, the gallery opened June 21. It displays artwork that celebrates the natural world, and much of the art was made on or inspired by the arboretum grounds in Picayune.<br />
<br />
“We became increasingly aware that there are many local artists visiting the arboretum who are taking exceptional photographs of the grounds or are using the grounds to inspire their work,” said Pat Drackett, Crosby Arboretum director.<br />
<br />
Photographs of nature mandalas made by Mary Murchison of Pearl River County are on display now through <span class="aBn" data-term="goog_1779632974" style="border-bottom-color: rgb(204, 204, 204); border-bottom-style: dashed; border-bottom-width: 1px; position: relative; top: -2px; z-index: 0;" tabindex="0"><span class="aQJ" style="position: relative; top: 2px; z-index: -1;">Aug. 31</span></span>. Murchison gathers natural materials, such as flower petals and pinecones, to make the circular patterns that she then photographs.<br />

“We discovered through Facebook that Mary was making some of her mandalas on our grounds,” Drackett said. “Her creations were getting rave reviews on social media, and that’s how we got the idea to display art that was made here or reflected our themes and goals.”<br />

Robin Veerkamp and Janet Schlauderaff will exhibit their work together beginning <span class="aBn" data-term="goog_1779632975" style="border-bottom-color: rgb(204, 204, 204); border-bottom-style: dashed; border-bottom-width: 1px; position: relative; top: -2px; z-index: 0;" tabindex="0"><span class="aQJ" style="position: relative; top: 2px; z-index: -1;">Sept. 1</span></span>. Veerkamp, of Picayune, specializes in color pencil and pen and ink drawings of landscapes, plants and animals. Schlauderaff crafts gourds into baskets, bowls, spoons and decorative display items.<br />

Exhibits are displayed in conjunction with the seasons of the year, and each is open for three months.<br />
<br />
Admission to view the art exhibits and explore the arboretum’s 104-acre site is $5 for adults, $4 for seniors and military members, and $2 for children under age 12. However, each art exhibit opening event is free to the public.<br />
<br />
The arboretum is an educational facility dedicated to preserving, protecting and displaying plants native to the Pearl River Drainage Basin ecosystem. Cultural, scientific and recreational programs are held throughout the year.<br />

Since the program began in 1998, 317 students have participated, experiencing college life and shadowing doctors and other medical professionals for an on-the-job view of their professional lives.<br /><br />Bonnie Carew, MSU Extension Service rural health program leader, coordinates the unique and challenging program.<br /><br />“As a whole, Mississippi lacks an adequate number of medical professionals to serve the needs of the population,” Carew said. “This program was started to encourage the best and brightest of our high school students to consider the field of medicine for a career. We designed this program to give them valuable information to help as they make decisions for their future.”<br /><br />The program’s primary purpose is to create more physicians for Mississippi. It houses students in residence halls, enrolls them in two college classes and makes them responsible for time management.<br /><br />This year’s students took freshman biology and sociology. They were in class four hours every morning and had lab four afternoons a week. <span class="aBn" data-term="goog_1779632973" style="border-bottom-color: rgb(204, 204, 204); border-bottom-style: dashed; border-bottom-width: 1px; position: relative; top: -2px; z-index: 0;" tabindex="0"><span class="aQJ" style="position: relative; top: 2px; z-index: -1;">On Tuesday</span></span> afternoons, the students shadowed practicing physicians as they met with patients and performed their duties.<br /><br />“I felt like it would really help me decide if I wanted to be a doctor,” Jason Carter of Horn Lake said of why he chose to participate in the program.<br /><br />Sabrina Micha of Starkville was considering both engineering and pediatrics as possible careers when she signed up for the program.<br /><br />“I figured I’d get a firsthand experience of what it would be like in a health-care job,” Micha said. “After getting to shadow a pediatrician, I decided I want to do pediatrics.”<br /><br />In addition to the classes and the on-the-job experience, scholars also spent a day in Jackson at the University of Mississippi Medical Center. They got to talk to the dean of admissions and speak with current residents at the school.<br /><br />“The dean told us how to get into medical school,” said Elizabeth Tedford of Clarksdale. “I probably would have failed otherwise if I had tried to apply on my own.”<br /><br />The Rural Medical Scholars program is operated by the MSU Extension Service. Funding for the program comes primarily from the Extension Service with assistance from the State Office of Rural Health at the Mississippi Department of Health.<br /><br />On July 7, Rural Medical Scholars will graduate its 15th class of students. Overall, 70 percent of previous classes pursued health-related careers. Since the program began, 34 scholars went to medical school and 24 are practicing physicians. Fourteen of these physicians chose to stay and practice in Mississippi.<br /><br />Dr. Douglas “Deke” Barron is a former Rural Medical Scholar who is now in family medicine residency at the North Mississippi Medical Center in Tupelo. The Hernando native credits the program with giving him an early idea of what college life was like and allowing him to see that he really liked medicine as a career.<br /><br />“I would say Rural Medical Scholars’ exposure to the medical setting via the shadowing experiences and the trip to UMMC were what cemented my decision that I wanted to pursue a career in medicine,” Barron said. “It also showed me that in Mississippi in particular, a career in medicine would be of great use to both myself and the state.”</span></div>

<b>JACKSON</b> – Proposed changes to the nutrition facts label should make it easier for consumers to make decisions about the food they eat.</div>

The U.S. Food and Drug Administration is updating the label for the first time since it appeared on packaged foods in 1993. The only major change made to the label in its 20-year history was the required addition of trans fats in 2006.</div>

“The goal is to simplify the label for the consumer,” said Brent Fountain, an associate Extension professor in the Department of Food Science, Nutrition and Health Promotion at Mississippi State University. “They want to emphasize the information people need the most in relation to current health issues.”</div>

The iconic label design will not change, but some elements of the label will be revamped to reflect the findings of new health and nutrition research.</div>

The most notable proposed changes will modernize serving sizes, amend essential nutrients, include a line for added sugars, and refresh the label’s format. Serving sizes will be increased or decreased for some foods to reflect what people eat in a single sitting. By law, a serving size must reflect what people actually eat, not what they should eat, according to the FDA’s website.</div>

“A lot of foods that are packaged as multiple-serving foods are consumed as a single serving, such as a 20-ounce soft drink,” Fountain said. “With the proposed changes, a 20-ounce soft drink, which currently is labeled as two and half servings, would be labeled as one serving. The number of calories and other nutritional values would increase as a result.”</div>

The FDA recommends that vitamin D and potassium be added to the declared essential nutrients on packaging because some populations do not get enough of them. Vitamin D and potassium are essential for bone and heart health, respectively. Calcium and iron values are also label requirements. Vitamins A and C can be removed from or voluntarily reported on the label, the FDA website said.</div>

Companies also may be required to distinguish between natural sugars and added sugars by stating the amount of added sugar.</div>

“The addition of this information will be quite helpful for those who need to pay attention to carbohydrates,” Fountain said. “Typically, if you look at the fiber and sugar content, anything that has three or more grams of fiber and is low in sugar is a good choice. But some items with naturally occurring sugars, like dried fruits, can be good choices. Identifying naturally occurring sugars from added sugars will afford consumers the opportunity to make the best choices for themselves and their families.”</div>

The label is intended as a guide to help people compare foods and make good choices. The link between nutrition, obesity and chronic illnesses, such as diabetes and cardiovascular disease, prompted many of the changes.</div>

The revised label would make the calorie count font larger and directly associated with the serving size.</div>

“We all have a misconception of serving sizes,” said Natasha Haynes, Extension family and consumer sciences agent in Rankin County. “Overeating is linked to many of the major health issues facing our society.”</div>

Most consumers are concerned primarily with the calorie count and serving size of their foods. But those with particular health issues or concerns will need to look further than the number of calories, Haynes said.</div>

“Health conditions, such as diabetes, high cholesterol and cardiovascular disease, require people to monitor their intake of carbohydrates, fats and sodium,” she said. “The changes being proposed can help people who are in the grocery aisle trying to make a decision,” she said.</div>

The FDA is requesting other changes be made to the label, including making percentage daily values easier to understand, revising the footnote and modifying daily values for sodium intake.</div>

Proper site preparation also makes tree planting or seeding more efficient.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">“The goal is to give seedlings a chance to grow and develop without fighting for needed resources, such as space, light, moisture and nutrients,” Kushla said. “Many landowners treat replanting as an afterthought, but regeneration requires proper planning and execution. Some of the profits made from harvesting should be used to pay for site preparation and replanting.”</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Over time, scientists have figured out the pros and cons of different site preparation methods, as well as the costs associated with each.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">“The four primary techniques for site preparation are fire, mechanical, chemical or a combination of these three,” Kushla said. “For years, fire was the primary tool used to clear land for farming and to manage hunting land. Burning the logging debris left behind is the least expensive method of site preparation. It enhances wildlife habitat, and it improves access for tree planting.”</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">But prescribed burns have their disadvantages, too.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">“You’ve got to deal with smoke and the chance that fire may escape, which is why we recommend working with a certified burn manager,” he said. “Nitrogen is lost during combustion, you’re limited by the weather, and steeper slopes tend to erode. Burning also doesn’t solve the problem of how quickly some plants grow back.”</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Weather conditions in late summer and early fall are often favorable for burning. In 2012, the average cost for site preparation by burning in the Southern coastal plain was $53 per acre.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Mechanical site preparation is the most expensive option, in spite of equipment advances that reduce the number of times a site must be passed over to clear the area.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">“Combination plows attached to tractors with a small blade can shear and clear debris, rip the subsoil, and make planting beds in one pass for about $185 per acre,” Kushla said. “The removal of debris allows for easier machine planting, improves the soil’s physical condition, and controls competing brush. But some woody species may seed in, fertility can decrease with the loss of topsoil, and it can be pricey.”</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Improved effectiveness of herbicides has led to the increased use of chemicals to control vegetation as part of a forest management plan.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">“Now we have helicopter spray booms, ground sprayers for skidders and ATVs, and hand-held sprayers that allow foresters to prescribe and apply herbicides targeting a broad range of vegetation with one application,” he said. “This method costs between about $67 and $89 per acre, depending on the method of application.”</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">The pros of using herbicides include reduced compaction and erosion, lower cost and some residual weed control. Herbicides control unwanted vegetation longer than the other methods. Herbicide drift onto other plants and trees is a risk.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">Garron Hicks, the assistant district forester for the Mississippi Forestry Commission’s northeast district based in Tupelo, said landowners need to evaluate their objectives when planning next steps after a clear cut.</span><br style="background-color: white; color: #222222;" /><br style="background-color: white; color: #222222;" /><span style="background-color: white; color: #222222;">“If landowners want to grow timber to generate revenue, then they would want to regenerate the site, which involves conducting some site preparation to ensure a good planting job and adequate survival,” Hicks said. “Land that isn’t replanted will naturally regenerate a stand of trees, but landowners will be left with a poor-quality stand that takes 25 to 30 years to reach </span></span><br />
